Ephesians 1:7-8
In him we have redemption through his blood, the forgiveness of our trespasses, according to the riches of his grace, 8 which he lavished upon us, in all wisdom and insight
Philippians 4:19
And my God will supply every need of yours according to his riches in glory in Christ Jesus.
God gives according to His riches, not out of His riches. The difference is subtle, yet crucial for us to understand in order to get a better picture of His generosity and our security.
God owns the cattle on a thousand hills. If He were to give out of His riches, He could give you one of those hills and all the cattle living on it. But if He were to give according to His riches, He would give you thousands of hills and all the cattle they could hold. One is a gift OUT OF His riches (simply subtracting some from the larger whole) and the other is a gift ACCORDING TO His riches (giving gifts in keeping with how rich the Giver is).
Anyone can and should give out of their riches. Whatever they have can be utilized for generosity and as much as a person has been given should have some bearing on how much they give in return.
1 Corinthians 16:2
On the first day of every week, each of you is to put something aside and store it up, as he may prosper, so that there will be no collecting when I come.
The glory of God given to us is that He gives according to His riches. So the question is: how rich is God? However rich that is, is the measure by which He determines to give and bless those who love Him.
However rich God is, is how richly He is blessing us.
Psalm 84:11
For the Lord God is a sun and shield; the Lord bestows favor and honor. No good thing does he withhold from those who walk uprightly.
