"Leaders with strong situational awareness and broad experience can act quickly because they have an intuitive understanding of the situation, know what needs to be done, and know what can be done. This insight has often been called coup d'oeil (pronounced koo dwee), a French term meaning literally 'stroke of the eye.' It has also been called 'tactical sense.'" -- MCDP 1-3: Tactics
Situational awareness and broad experience are the keys to intuition. Intuition is the ability to quickly assess where you are, what's going on and what to do about it combined with a robust bank of experiences derived from surviving similar unsettling situations. Intuition can , in part, be inherent, but more often it is a developed skill. Intuition is required in order to lead well and it can be acquired through hard work, discipline, study, and discernment. This "stroke of the eye" is a vision which can be caught and sharpened through constant practice. "Tactical sense" is not common sense. It is an acquired sense, born from being there before and being aware of where you are currently.
1 Chronicles 12:32
Of Issachar, men who had understanding of the times, to know what Israel ought to do, 200 chiefs, and all their kinsmen under their command.
Hebrews 5:14
Solid food is for the mature, for those who have their powers of discernment trained by constant practice to distinguish good from evil.
